Yes, the US Department of the Treasury defers to local authorities regarding eligible dwellings. The Navajo Nation has determined a manufactured home is eligible so long as the homeowner has the following:

A Motor Vehicle title to a manufactured, modular, or mobile home, along with evidence that the manufactured, modular, or mobile home is:

a) in a mobile home park; or
b) placed on any of the land interests (see below) and whose interest is held in the name of a household member, spouse, child or parent; the placement of the home does not violate the terms of the land interest; and the home has access to electricity, gas, and water/sewer facilities;

Land Interest Types

  • Deed or quitclaim deed;
  • A homesite lease on the Navajo Nation of tribal trust lands;
  • Residential lease or sublease of tribal trust lands;
  • Allotment of trust lands;
  • Leasehold mortgage.
